CSEA:

CSEA Negotiations for the 2020-2021 school year:

In January 2021, the Kings Canyon Unified School District (“District”) and the California School Employees Association Chapter #148 (”CSEA”) reached an agreement settling negotiations for the 2020-2021 school year. .

Recognizing the hard work and dedication of all staff members to mitigate COVID-19’s impact on the District’s students, the parties agreed to a total compensation package of 3% for 2020-2021.  The package included:

  • 2% increase to the classified salary schedule, and
  • 1% increase to the District’s contribution for health and welfare benefits

 

CSEA Negotiations for the 2021-2022 school year:

The District and CSEA started negotiations for the 2021-2022 school year in May 2021 and met a total of three times. Even though the parties were not able to begin their 3rd and last bargaining session until 4 pm in the afternoon on June 24, 2021, they had a very productive meeting.   The parties continued discussing their respective proposals and ultimately entered into a Tentative Agreement resolving all remaining issues.

The Tentative Agreement includes a total compensation increase of 5%: 

  • 4% increase to the salary schedule effective July 1, 2021, and
  • 1 % increase in the amount of the District’s contribution for health and welfare benefits to $15,029.81 per year

The parties’ Tentative Agreement also includes the following effective:

  •  Article VII on Leaves – clarify that if both parents work for the District, each parent may take up to 12 workweek of baby bonding leave
  • Article VIII – reduce probationary period for bargaining unit members from 1 year to 6 months and prepare one evaluation during the 2nd month and another evaluation in the fifth month of the probationary period
  • Article IX - revise to state that all new classified personnel serve a probationary period of 6 months and may be dismissed during that period without appeal or hearing
  • Article X – increase the monthly pay for professional growth from $3.50 to $5.00 per unit and increase the maximum number of units which may be approved in one year from 5 to 9.    
  • Article XIII – in addition to the 4% salary increase and the 1% increase to the health benefit contribution:
    •  Secretary III, Tech Support Secretary and Transportation Secretary/Dispatcher will be reclassified from Range 16 to Range 20, and the DLA Secretary position will be  increased from 5.75 hours per day to 8.0 hours per day.
    • A Joint Labor Management Committee re Minimum Wage will be established to develop recommendations for implementing the new minimum wage requirements and to address the salary schedule.  The Committee shall provide its recommendations to the parties’ negotiations teams by November 1, 202 and if   the parties do not reach a final agreement re the minimum wage and new salary schedule by December 31, the pay of any employee earning less than $15/hour will be increased to comply with $15/hr minimum wage law. 
  • Article XX – an employee seeking reclassification no longer needs to provide a historical overview of the new duties and while strongly recommended, a letter from the employee’s supervisor is no longer required.

APPROVED AGREEMENT:  On July 2, 2021, CSEA Chapter #148 ratified the Tentative Agreement, and on July 13, 2021, KCUSD Governing Board approved it.  KCUSD Classified Staff Members will start receiving the 4% compensation on July 31, 2021. 

 

KCTA:

KCTA Negotiations for 2020-2021 School Year:

In January 2021, the Kings Canyon Unified School District (“District”) and the Kings Canyon Teachers Association (“KCTA”) reached an agreement settling negotiations for the 2020-2021 school year.

Recognizing the hard work and dedication of all staff member to mitigate COVID-19’s impact on the District’s students, the parties agreed to a total compensation page of 3% for 2020-2021.  The package included:

  • 2% salary increase to the certificated salary schedule, and
  • 1% increase to the District’s contribution for health and welfare benefits

 

KCTA Negotiations for the 2021-2022 School Year

The District and the KCTA started negotiations in April 2021 and met for their second session at 12 p.m. on Monday, April 30, 2021 at the KCTA office.  The District and KCTA presented their proposals, took time for a caucus and then reconvened for further negotiations. The parties continued their discussion; but, ultimately agreed to set another negotiations date.

On June 2, 2021, the District presented KCTA’s President and Chief Negotiator with its Package Proposal No. 2 which offered an increase in total compensation of 5%:

  • 4% increase to the salary schedule on the date of ratification by both parties, and
  • 1 % increase in the amount of the District’s contribution for health and welfare benefits to $16,108.08 per year

The District’s second package proposal also included the following included the following:

  • Article 7 on Duty Schedules – increase the total work year for bargaining unit members by 5 days to a total of 190 days, i.e., 185 days of instruction and 5 non-instructional days for in-services, staff development as determined by the District
  • Article 8 on Leaves - clarify that if both parents work for the District, each parent may take up to 12 workweek of baby bonding leave

After KCTA reviewed the District’s Package Proposal No.2, KCTA and the District both agreed to continue negotiations after the commencement of the 2021-2022 school year.
